O’Shaughnessy

James is Co-Founder and Senior Partner at Newmarket Strategy. He leads our Global Policy practice, providing senior counsel to multinational life sciences business navigating the increasingly complex global pricing and regulation environment in multiple markets across the world.

James’s career has encompassed several positions in the UK Government, including as a Minister at the Department of Health & Social Care with responsibility for innovation, research and life sciences from 2016-18 and as the Prime Minister’s Director of Policy from 2010-11. He has been a member of the House of Lords since 2015 and carried out a landmark review of commercial clinical trials for the UK Government in 2023.

Beyond Newmarket, James is Chair of Cambridge University Health Partners, Visiting Professor at the Institute for Global Health Innovation at Imperial College, Trustee at Health Data Research UK, Non-Executive Director of Albion Enterprise VCT, and Patron of the Tessa Jowell Brain Cancer Mission.
